Показано труднощі й недоліки підготовки фахівців в Україні із зняття з експлуатації АЕС. Пропонується створення науково-технічного кластера як територіального об'єднання підприємств і організацій, пов’язаних з проблемами зняття з експлуатації АЕС та поводження з відпрацьованим ядерним паливом та радіоактивними відходами на базі Науково-освітнього центру з підготовки кадрів для цих організацій в місті-супутнику Чорнобильської АЕС — Славутичі.
