Управління ризиками та готовність до надзвичайних ситуацій під час сухого зберігання відпрацьованого ядерного палива на ядерних об'єктах: приклад ОАЕ

Довгострокова безпека сухого контейнерного зберігання відпрацьованого ядерного палива визначається впливом умов навколишнього середовища, процесами старіння матеріалів та спроможністю систем аварійної готовності. Хоча системи сухого зберігання продемонстрували
надійну експлуатацію в умовах помірного клімату, наявні дослідження практично не поєднують оцінювання суворості кліматичних факторів, пріоритизацію деградаційних процесів і готовність до реагування на надзвичайні ситуації в умовах посушливого прибережного середовища. У цій роботі розроблено кліматоорієнтовану методологію оцінювання безпеки для перспективного впровадження систем сухого контейнерного зберігання на атомній електростанції «Барака», Об’єднані Арабські Емірати. Методичний підхід включає:
(1) характеризацію факторів впливу навколишнього середовища; (2) визначення зв'язку між факторами впливу та механізмами деградації;
(3) напівкількісне оцінювання ризику; (4) аналіз готовності аварійного реагування. Специфічні для майданчика експлуатаційні навантаження було проаналізовано відносно експериментально
встановлених порогових значень деградації. Оцінено п’ять основних механізмів: корозійне розтріскування під напруженням, індуковане хлоридами (CISCC), термічна повзучість оболонки паливних елементів, старіння ущільнень, блокування вентиляції пиловими відкладеннями та деградація захисних покриттів.
Отримані результати свідчать, що корозійне розтріскування під напруженням і термічна повзучість є ключовими ризиками
в кліматичних умовах Об'єднаних Арабських Еміратів унаслідок температурозалежної кінетики корозії та зменшення температурних запасів. Помірні ризики пов’язані з деградацією ущільнень і погіршенням вентиляції через пилове навантаження. Оцінювання аварійної готовності виявило експлуатаційні обмеження, зумовлені тепловим стресом персоналу, зниженням видимості та впливом аерозольних частинок, що особливо ускладнює логістику реагування на майданчику та реалізацію захисних заходів. Отримані результати демонструють, що екстремальні умови довкілля одночасно виступають як чинники прискореного старіння обладнання, так і обмеження для аварійного реагування. Відтак для впровадження сухого зберігання в прибережних пустельних регіонах необхідне застосування єдиної кліматоорієнтованої системи оцінювання ризиків, що узгоджує управління старінням,
інспекційні стратегії та планування аварійної готовності.
